New TSS movements must use the replacement service: — Upcoming—not yet in force
Timing follows the confirmed published schedule; it is not a fresh legal review. This is the operational date for submitting new TSS movements, not a new tax or a general declaration requirement for every parcel. UK calendar time is a display convention; HMRC does not specify a precise cutover hour. Date-only changes use the calendar day in Europe/London.

  • First published after checking HMRC’s outgoing-service, replacement-service registration and declaration guidance. Confirmed the 20 October new-movement cutover, migration without re-registration for existing users, and continued management of existing movements through the outgoing service.

A system change for TSS users. From 20 October 2026, new movements submitted through the Trader Support Service must use its replacement service. This is not an announcement that every parcel sent to Northern Ireland needs a new declaration.

Who needs to check this?

This matters if your business uses TSS for Northern Ireland customs or safety and security declarations, either directly or through an agent or haulier. If another business submits them for you, confirm that it is ready for the change before your next movement.

Existing users do not need to register again

HMRC says businesses registered with the outgoing TSS are migrated to the replacement service on or before 20 October. Its guidance expressly says they do not need to register again. Check your migrated access rather than creating an unnecessary duplicate business registration.

For a business that is genuinely new to TSS, follow the new registration guidance on GOV.UK. A business needs an EORI number. If your business already has a replacement-service account and you need to join it as an additional user, ask its account administrator to invite you.

New movements and existing movements are different

The outgoing-service page says all new movements from 20 October must be submitted through the new service. It also says the outgoing service can be used to manage existing goods movements and add users. Do not read the cutover as a statement that every existing record disappears or that the entire old service closes on that date.

The replacement service supports preparing and submitting declarations, managing authorisations and user permissions, and making duty payments where needed. TSS remains a free service; that does not mean the goods themselves are exempt from duties or other requirements.

A practical check before your next movement

  1. Confirm who submits the movement. Check whether that is your team, agent or haulier.
  2. Check access and permissions. Use the official GOV.UK guidance to reach the new service, and ask your business administrator about additional users.
  3. Separate new and existing work. Confirm where a new movement will be submitted and where an existing movement needs to be managed.
  4. Resolve access problems before dispatch. Contact TSS support through the official guidance if your business cannot use the required service.

Which date matters?

HMRC published the replacement-service guidance on 14 October 2026. The requirement to use it for new movements starts on 20 October. This briefing was first published and source-checked on 19 October. HMRC does not give a precise cutover hour in these pages; the site’s date-only status is not a carrier acceptance deadline.
